This is responsible technical work involving field inspections, the review and inspection roadwork construction, utility, and engineering plans for all capital improvement projects, residential , commercial and industrial construction performed in the City, for compliance with codes, regulations and city standards. Work involves drafting engineering plans; making recommendations for changes in engineering and construction requirements; attending meetings, and interacting with consultants, residents and developers. This position is also responsible for work related to traffic engineering. Work involves responding to inquiries and complaints regarding traffic controls; making recommendations for changes in the traffic signal control system, working with contractors; the review of engineering plans and traffic studies.
Work is performed under the direction of a department head, deputy director, city engineer, project manager or engineer. Additional guidance is provided through codified ordinances, subdivision regulations, Ohio Manual of Uniform Traffic Control Devices for Streets and Highways, standard engineering and construction/material specifications; and building, engineering and construction regulations and specifications. Employee must be able to ensure that the planning and construction phases of city projects are performed properly and in compliance with established codes and requirements and applicable plans. Work is reviewed through performance appraisals, project status meetings, reports and for adherence to established policies and procedures.(May not include all duties performed.)
Accepts, processes, and helps in reviews for compliance of residential, commercial, industrial, and utility construction plans, including public infrastructure that must conform to other regulations relating to city engineering, utilities, construction requirements, and city standards; checks plats, easements, lot size, frontage, street width.
Processes, reviews and coordinates departmental responses of Planning Commission agenda items relative to infrastructure needs, engineering and construction requirements; meets regularly to assemble feedback of department concerns.
Drafts engineering plans for various engineering improvements and installations; prepares construction drawings based on engineer's notes, survey notes, field and records research, and engineering calculations; draws layouts for electrical lines; assists with easement acquisitions and annexations; drafts utility locations for occupancy permits; updates utility maps, street number systems maps, plats, subdivisions, and other engineering records based on survey notes and other information.
Researches records to determine property ownership and obtain other relevant information; conducts research of engineering plans showing underground utilities and other city facilities and provides information to contractors, consultants, property owners and others.
Inspects work being performed by contractors for certain R/W applications; analyzes drainage violations and complaints; reviews lot grading for conformity to approved grade plans;
Evaluates current utilities, engineering and construction requirements, standards, and regulations for adequacy. Prepares and implements necessary revisions.
Coordinates joint development activities with other agencies or utilities; attends meetings with other agencies, utilities, city departments, and contractors/consultants to coordinate activities and solve problems.
Performs drafting, layout, staking, and surveying activities for lot lines, easements, utilities, and other construction projects.
Provides a unified response to public inquiries; submits to other involved departments. Concerns are incorporated into review comments to applicants.
Works extensively with developers regarding plan approval. Reviews storm sewers, water, etc.
Participates in public or private meetings to address specific construction details or concerns; responds to public inquiries in a professional manner; attends seminars, conferences, training and professional organizations when requested; attends meetings, as required.
Maintains a variety of records pertaining to utility and other public works installations and projects.
Utilizes a calculator, copy machine, automobile, computer permitting and records management software, and any other standard office equipment while performing essential functions.
Right of way permit processing.
Sidewalk installations, repair, replacement planning and field inspections.
Field inspections of work, work with contractors to establish good working relationships to ensure project completions per plans.
Performs other related duties as assigned.Possession of a high school diploma with two to three years of experience in utility design, civil engineering, subdivision building, inspections or related field; or any equivalent combination of training and experience that provides the following knowledge, abilities and skills.
